Kerala’s development report covers education, health, water, sanitation, agriculture, technology, tourism and industry. That breadth reflects how closely the state’s social and economic choices are connected.
It also creates an information challenge. Residents need to know which targets are being met, where money is being spent and how outcomes differ between districts.
Regular public dashboards, plain-language budget notes and independent evaluation would make policy easier to understand. They would also help departments identify programmes that require correction rather than waiting for a political dispute.
Good data is not a substitute for judgement, but it gives citizens a firmer basis for judging promises.
